Chairman, YDA Group

Mr. Hüseyin Arslan is the Chairman of YDA Group, an internationally active conglomerate operating across infrastructure, aviation, healthcare, energy, mining, defence, information technologies and real estate. Since 1993, he has led the Group’s evolution into a globally recognised platform, delivering complex infrastructure and healthcare projects across multiple regions, particularly in emerging markets, with a particular focus on public–private partnership (PPP) and build–operate–transfer (BOT) models.

He is widely recognised for his expertise in structuring, financing and executing large-scale infrastructure investments in emerging markets. His work sits at the intersection of infrastructure finance, sovereign policy and regional development, positioning him as a key actor in cross-border investment and long-term economic integration.

Under his leadership, YDA Group has established a strong presence across Central Asia, the Middle East and Eastern Europe, and has been consistently ranked among the Engineering News Record (ENR) Top 250 International Contractors. His contributions have been particularly significant in the development of strategic infrastructure in aviation and healthcare, supporting national development priorities while advancing regional connectivity and economic resilience.

Beyond his executive responsibilities, Mr. Arslan is actively engaged in international business diplomacy and high-level policy dialogue, focusing on infrastructure finance, PPP frameworks and cross-border investment strategies. He served as Vice President of the Turkish Contractors Association for three consecutive terms (2014–2024) and as a Board Member of the National Privatization and PPP Centre of the Kingdom of Saudi Arabia (2017–2019), contributing to the Kingdom’s economic transformation agenda.

Mr. Arslan has played an active role in strengthening Türkiye–Kazakhstan economic relations through various institutional platforms, including the Foreign Economic Relations Board (DEİK) Kazakhstan Business Council, the Türkiye–Kazakhstan Chamber of Commerce and Industry, the World Turkish Business Council for Kazakhstan, and the Supreme Advisory Council of the Turkish–Kazakh Business Association (TÜKİB). In recognition of his contributions to bilateral cooperation, he was awarded the Order of Friendship (“Dostyq Ordeni”) by the President of the Republic of Kazakhstan.

He has also contributed to international cooperation through his role as Honorary Consul of Ukraine in Muğla, Türkiye since 2015, for which he was awarded the Badge of Honour of the Ministry of Foreign Affairs of Ukraine.

In addition, Mr. Arslan has held governance and advisory roles in academic and civil society institutions, including membership of the Boards of Trustees of the Social Sciences University of Ankara and the International University of Sarajevo, as well as serving as a Board Member of Fenerbahçe Sports Club (2021–2024).

He is also actively engaged in philanthropic initiatives as the Founder and Chairman of the Board of Trustees of the YDA Foundation, supporting education, social development, humanitarian programmes and inclusive growth through scholarship schemes and targeted initiatives for disadvantaged communities across Türkiye, Asia, the Middle East and Africa.

Mr. Arslan holds a Bachelor of Science (Honours) degree in Civil Engineering from Middle East Technical University (METU).

Cüneyt ARSLAN

Deputy Chairman & CEO, YDA Group

Mr. Cüneyt Arslan graduated from The Middle East Technical University, Civil Engineering Dept. in 1996, with High Honors degree. He has been the Deputy Chairman of the Board of Directors and CEO of the YDA Group since his graduation.

With a strong experience and expertise in a wide range of areas from housing projects to airports, industrial structures and infrastructure projects both in Turkey and abroad, Mr. ARSLAN is also the founding partner of all companies under the YDA Group. Mr. Cüneyt Arslan is in charge of all technical operations of the YDA Group, which is the leading and most experienced company in the field of city hospitals in Turkish Healthcare Sector, and which carries out turnkey projects, airport and healthcare campus investments through Build-Operate-Transfer (BOT) and Public Private Partnership (PPP) models, as well as real estate investment projects.

Michael Raymon Keith DAVEY

Independent Board Member

Michael DAVEY graduated from Massey Business School, New Zealand University. He began his professional career with the Reserve Bank of New Zealand, followed by nine years of service at the Asian Development Bank DFC (NZ) Ltd. Between 1993-2015 he served at the EBRD as Country Director for Kazakhstan, Kyrgyzstan, Tajikistan, Armenia, Azerbaijan, Belarus, Georgia and Moldova, and was involved in establishing EBRD’s operations with the Russian financial sector. He was appointed the Country Director for Turkey in January 2009, and played a leading role in putting in place a substantial and diversified EBRD business in Turkey Until his retirement from the EBRD in February 2015, Mr. DAVEY remained the Country Director for Turkey, and as of October 2015, holds an “Independent Board Member” position with YDA Construction Industry and Trade Inc. and its subsidiaries (YDA Airports Investment and Management, Inc. and ATM Health Konya Investment and Management, Inc.).

Prof. Dr. Mehmet BARCA

Independent Board Member & Chairman of Internal Audit Committee

Prof. BARCA graduated from Ankara University School of Political Science, and completed his graduate and PhD degrees at Leicester University School of Management. He taught at Sakarya University School of Economics and Administrative Sciences as Assistant Professor in 2001, Associate Professor in 2003, and Professor in 2008, and following his tenure at the Yıldırım Beyazıt University Department of Business Administration, was appointed as President of the Social Sciences University of Ankara, a position he still holds today. An expert in the fields of Strategic Management, Competitive Strategies, Innovation Strategies, Leadership, Information Management, and Change Management, Prof. BARCA is a member of the Ethics Committee of the Higher Education Council, Board Member of Ankara Center for Thought and Research (ADAM), Secretary General and Internal Audit Committee Member of Career Counseling and Human Resources Development Association (KAR-DER), and member of the Internal Audit Coordination Board of the Republic of Turkey. With many published books in Turkey and abroad, Prof. BARCA has held an “Independent Board Member” position with YDA Construction Industry and Trade Inc. and its subsidiaries since 30th June 2016.

Doç. Dr. Hamdi PINAR

Independent Board Member & Internal Audit Committee Member

Mr. Hamdi PINAR graduated from the Ankara University School of Law in 1993 and completed his law internship in Ankara while he continued his graduate studies in Private Law at Gazi University Social Sciences Institute. Following a year-long language course at the University between 1995-1996 in Munich (Germany), he completed his two-term graduate program with thesis at Ludwig Maximilians University Munich, where he obtained his LL. M. degree. Asst. Prof. PINAR continued his PhD studies at the Max Planck Institute with a fellowship and completed his doctoral thesis in 2001. Having worked as a scientific researcher at the Max Planck Institute between January 2002 and June 2002, Asst. Prof. PINAR taught Commercial Law at the Başkent University School of Law between 2002 and 2003, following which he became a faculty member from 2003 to 2008. Asst. Prof. PINAR was a TÜBİTAK-sponsored Visiting Researcher at the University of Zurich Faculty of Law, and has been a faculty member at Bilkent University School of Law Department of Commercial Law since 2008. Teaching undergraduate, graduate and doctoral courses such as Commercial Law, Competition Law, Economic and Legal Aspects of Mergers and Acquisitions, Legal Responsibilities of the Board Members of Corporations, Asst. Prof. PINAR has held an “Independent Board Member” position with YDA Construction Industry and Trade Inc. and its subsidiaries since 30th June 2016.

A. Hamdi GÜVENÇ

CEO & Board Member (Aviation)

Born 1951, Kars. Mr. GÜVENÇ graduated from Ankara University School of Political Science, Business Administration and Finance Dept. in 1973. He started working as a trainee in the General Directorate of Budget and Financial Control under the Ministry of Finance in 1973. He was appointed as Assistant Inspector for the State Pension Fund of the Ministry of Finance in 1974, and as Chief Inspector in the Ministry in 1985. In 1986 he embarked on his tourism career after completing his Hotel Management training in Kensington, UK. He then worked in Turkey’s leading tourism organizations in audit, organization and coordination positions until 1989. He worked as General Manager of Ankara Stad Hotel and Grand Ankara Hotel between 1989 and 1992; starting from 1992 he assumed various senior positions at domestic and international operations, and lastly he was appointed as the Chairman of the International Terminal of Antalya Airport. He became Vice President of a private finance company in 2002 and joined YDA Group in 2003 as Board Member and CEO of the Dalaman International Airport, and a member of the Internal Audit Committee.

Veysel TEKİN

Board Member & Group’s Financial Affairs Coordinator

Born in Adana in 1985, Mr. Tekin graduated from the Department of Business Administration, Faculty of Political Sciences, Ankara University in 2007 and worked as an Accountant at the Ministry of Finance between 2007 and 2011, as a Tax Inspector between 2011 and 2016, and as the Head of the Revenue Administration Group in between 2016 and 2017. In these positions, he worked on tax inspections of major taxpayers, money laundering investigations, vocational training for tax inspectors, income tax reform studies, and negotiations on double taxation prevention agreements. Additionally, he worked on measures to be taken against tax planning of multinational companies as a full-time Tax Consultant at OECD Paris Tax Center pursuant to the agreement between the Ministry of Finance and the OECD Tax Center in 2014-2015. He served as the Tax and Accounting Coordinator of the YDA Group between 15 March 2018 and 30 June 2020, and he has been serving as a Board Member and the Financial Affairs Coordinator of the YDA Group since 01 July 2020.
